Moving from Italy to Dubai requires a real change in living arrangements, not only AIRE registration and a UAE visa. Review the Italian residence tests, the family’s actual location, any continuing business role and the income or property that remains in Italy.

Italian citizenship, previous Italian tax residence and immigration permission in Italy are different facts. Start by identifying which obligations apply to each family member.

Understand the Italian residence framework

The residence reform introduced by Legislative Decree 209/2023 applies from 2024 for the relevant individual rules. It examines alternative connections for most of the tax period, including civil-law residence, domicile and physical presence, with part-days considered.

The amended definition of domicile focuses on where personal and family relationships primarily develop. Registration in the resident population register creates a rebuttable presumption under the amended rule.

This means that counting travel days alone is not a complete analysis. A home and family continuing in Italy can require careful review even where you spend substantial time abroad.

Complete AIRE obligations without overstating their effect

Italian citizens moving their residence abroad should follow the applicable consular AIRE process. The Foreign Ministry’s AIRE guidance describes the reporting obligation and the 90-day period for submitting the declaration.

Check the consulate’s current procedure, evidence and household requirements, and keep submission and registration confirmations. Changes of address and civil status also need updating.

AIRE is an administrative obligation, not a blanket tax clearance. Your factual residence position still needs assessment. For non-Italian household members, check their own immigration and reporting position separately.

Resolve the Italian home and family pattern

Decide whether the former home is sold, genuinely let or retained for personal use. Document who occupies it and when you can use it. A family that remains in Italy during the school year creates a different factual picture from a household relocating together.

Property ownership, rent and a later sale can retain Italian tax and reporting consequences after a genuine departure. Review these separately from the question of worldwide personal taxation.

Use our treaty overview to understand the framework, then have the exact Italy–UAE agreement and your entitlement reviewed. Do not assume the certificate alone settles both countries’ positions.

Keep business and personal relocation separate

A company registered in Italy does not move with its shareholder automatically. Identify where directors decide strategy, contracts are approved and staff work. Running it from Dubai can create UAE questions while Italian obligations continue.

If you establish a separate UAE entity, define its actual role and the contracts or assets it will use. Related-party payments need a commercial basis. Review restructuring before transferring valuable intellectual property or contracts.

Prepare the household’s documents and cover

Confirm the chosen residence route and each dependent’s eligibility. Prepare passports, relationship certificates, school reports and any necessary name-change or custody evidence. Turn that preparation into a practical folder using the documents to prepare before leaving Europe for Dubai.

Check authentication and translation with the receiving authority. The MoFA attestation service explains the UAE process; do not assume a European document can be used unchanged for every application.

Ask the relevant Italian institutions how moving affects healthcare and social-security arrangements. Arrange suitable UAE insurance and continuity of medication before ending existing cover.

Use a staged arrival if it reduces pressure

One adult arriving first can complete appointments, inspect housing and prepare banking while the family finishes school or paperwork. Compare that benefit with the cost and personal effect of temporary separation.

The Dubai relocation guide covers the sequence. A bank approval and school admission remain separate decisions, so keep flexible accommodation until the dependencies are resolved.

Compare an individual move with a household move

Consider an Italian business owner who rents a Dubai apartment while a spouse and children continue living in the former family home. Compare that with a household that moves its ordinary life, schooling and accommodation to the UAE.

These are different factual patterns even if the main applicant holds the same residence permit in both cases. Because personal and family relationships matter in the Italian framework, the analysis should describe the real arrangement rather than only the applicant’s day count.

A staged move can be understandable for school or employment reasons. Document the dates, intended transition and what eventually happened. Do not present a future family relocation as if it were completed when filing or making declarations.

Prepare a payment and asset review

List salary, director remuneration, dividends, property income, pensions and expected disposals separately. Identify the payer, relevant work or ownership, timing and any Italian withholding or reporting question.

Non-residence does not mean that every payment connected with Italy becomes exempt. Nor does using a UAE account change the legal character of the income. Ask for the treatment of each material category rather than one broad assurance that the move makes everything tax-free.

For investments or valuable business interests, have planned transactions reviewed before signing. Keep valuation, ownership and acquisition records accessible after departure. Retaining the evidence is easier than reconstructing it when a later sale or enquiry occurs.

Distinguish the owner from the Italian entity

A company can continue operating in Italy while its shareholder lives abroad. The owner needs to determine what role remains: passive ownership, employment, directorship, management or separate consulting services.

Map actual decisions and authority. If the owner continues directing the business from Dubai, assess that management pattern in both jurisdictions. If management remains in Italy, ensure the people responsible genuinely have the authority and capacity attributed to them.

A separate UAE company can be appropriate for distinct activity, but related contracts and payments need a commercial basis. Avoid using a new entity simply to redirect the same income without resolving who performs the work or bears the obligations.

Plan the healthcare and document transition

Ask the relevant Italian institution how departure and any AIRE registration affect access to healthcare in your circumstances. Keep that decision separate from the UAE policy’s benefits and from travel cover for visits.

For regular treatment, prepare medical summaries and prescriptions, check the UAE rules applying to medicines and arrange a local clinical review. Do not wait for a prescription to run out before discovering whether continuity has been organised.

For children, obtain the receiving school’s document checklist before requesting transfer records. Where certificates come from different countries, establish the authentication route for each original rather than assuming the family’s current residence determines every procedure.

Define the departure file and annual review

Keep consular submissions, housing changes, travel, family arrangements, work records and relevant institutional decisions together. Maintain a list of continuing Italian assets, income and company roles.

Review the position before longer returns, a new Italian home, significant business changes or a family member moving back. Residence is based on the applicable rules and facts over time, not a label permanently fixed on the first departure day.

The result should be a plan you can explain clearly: where the household lives, how income is earned, which entity operates and which obligations remain in Italy. That clarity makes the Dubai setup more useful and reduces the risk of treating administrative registration as a substitute for the underlying tax analysis.

Keep a defensible annual record

Track travel and work, preserve the housing changes and record where ordinary family life occurs. Plan Italian returns for the departure year and any continuing local-source income. Review the position again if the family or business pattern changes.

Frequently asked questions

Is AIRE registration enough to stop paying tax in Italy?

No. AIRE registration is an administrative obligation for Italian citizens moving abroad, with a 90-day period for submitting the declaration, but it is not a blanket tax clearance. Your factual residence still needs assessment under Italian rules, including where your home, family and personal relationships are. Keep consular submission and registration confirmations as part of your evidence.

How does Italy decide tax residence after the 2024 reform?

Legislative Decree 209/2023, applying from 2024, looks at alternative connections for most of the tax period: civil-law residence, domicile and physical presence, with part-days considered. Domicile now focuses on where personal and family relationships primarily develop, and registration in the resident population register creates a rebuttable presumption. Counting travel days alone is therefore not a complete analysis.

Can my family stay in Italy while I move to Dubai first?

A staged move is possible, but it changes the analysis. Because personal and family relationships matter under Italian rules, a spouse and children continuing to live in the former home create a different picture from a household that relocates together. Document the dates, the reasons and what actually happened, and never present a planned family move as already completed.

Can I run my Italian company from Dubai?

An Italian company does not move with its shareholder automatically. Identify where directors decide strategy, approve contracts and where staff work. Running it from Dubai can create UAE questions while Italian obligations continue. A separate UAE entity can suit distinct activity, but related-party contracts and payments need a commercial basis rather than simply redirecting the same income.
